Hard to say without more specifics, but a tankless water heater will raise the water temp a certain number of degrees at a certain flow rate, so if your heater is designed for 50 F rise at 50 psi, and if you flow water through it at a higher pressure and higher flow, it may not be able to provide water at the temp you require.
Try turning down the pressure a bit and see what happens.
