Look for "Overall Length" or some such. Without the marketing materials being that specific, you can't really be sure until someone that owns what you are asking about chimes in and tells you.
Here's a good example of clearly stating how they are measuring the length number they give: ORV | Black Rock 20RD

In the ORV brochure they list overall length and specify "from ladder to hitch". Some list the box size and the hitch to bumper or ladder.
The 20 FQ for example has a box of 20' but an overall length of 24' 7". Some manufacturers would label that model a 247. The model numbers do not necessarily reflect actual size.

Airstream list total length, so that 24 footer is really a 20'.

My Jayco Jayflight does include the tongue in the specs
27 BHS - specs show 31'8" and the box itself is measured at 28'4" I measured the box myself

Arctic Fox and ORV state the length as "Floor Length" with the picture of the floorplans. And on the "Spec" page it will list the true length as "Hitch to back of ladder". So my Timber Ridge 24 RKS says floor length as 24' and hitch to back of ladder as 28' 8".
My last two trailers (Both Aerolite's) just gave one length number, and it was hitch to bumper on both the brochure and website.
About a year ago while at a RV show, the Winnebago rep insisted that said floorplan because it was something like 29 tbs it was a 29' trailer. As, I had told him I only wanted a tt under 30'....He talked till he was blue in the face it was only 29' long. The tt was really 34'.
Personally I think its a little deceiving on the part of the manufacturers.

Depends on manufacturer, but it seems like most do not include length of tongue until you really dig deep into the specs.

I had a Canada built trailer that was called out at 25 ft. this was overall length, the box was 22 ft. Might be a Canada thing as most of the American made units I looked at referred to the box length.
