We are not doing a lot of camping yet but will start next year. So if we are only able to use the trailer 3 or 4 times a year should I drain the heater tank or kept it full.

If it freezes with water in it it will burst. I would drain it even for a Texas winter.
For what it is worth, many TT manuals and water heater manuals recommend draining them for even a couple of months storage.

Only takes a few minutes to drain and refill so do what makes you comfortable just remember if you drain it turn the breaker off so there is no accidental element destruction.
