Window crank box replacement

I'm trying to replace the window controls on my two louvered windows. (Hehr brand) The top two rivets are easy to drill out. However the bottom one is a PITA! They are riveted in not screwed.

Here are two pictures, one that I haven't done anything to yet, and the other that I've been fighting with for way too long. I used a Dremel with a cutting disk to whittle away as far as I could without damaging the window frame.

Anyone have some suggestions?

I happened to see a tech at a dealership changing out a similar control. Can't say for certain from pics, if yours is exactly the same, but he grabbed the center of that aluminum cross bar, bent it way out, to remove the control. Put new control in, bent round bar back to fit, and done.
