Just keep entering a random set of numbers and after 3-5 attempts it should then ask for a PUK.

It says to unlock the pin go to //attwifimanager to unlock it??

Yes. It will prompt you to use a random number several times put any combination of numbers in until it prompts you for the PUK code. Then enter it. It will unlock and ask you if you want to change it to your own personal number. Then you will be good to go

type attwifimanager for the URL in the location bar of your web browser, if that does not work (auto search function turned on, etc.) then try typing 192.168.1.1 for the address.

This^^ but in order to connect you must choose the Netgear as your wifi source. That is what stumped me.
So choose Netgear for the wifi and then do as Issac said

I tried that, did not work well on a tablet. I loaded the app Netrear Mobile worked better for me. For the pin number I used the old Mobley PIN until it asked for the PUK code.

On one of the many posts there was some info. on what to turn on or off,I really don't want to go thru all of them to find it,so does anyone know the post I am talking about?
Like should I keep wifi on all the time or turn it off?

I see no reason to turn it off as long as you have a strong password to keep others from using it!
