Ground plane question

About a year ago I bought a Poynting antenna and placed it on the roof above the electronics cabinet, approximately 3 feet away. Since that installation, it has never seemed to improve a signal for either jetpack I have.

Could the problem be that I need to add a steel plate underneath it or maybe move it further away from the jetpacks? Any suggestions would be helpful.

Some years ago I found I too needed a ground plane.
I used tin foil to test the area in question.
What I found was size and placement made a difference of course. My neighbour who worked on ham radios had a meter for testing signals found the best combination that worked for me.
