Yes. Samsung Galaxy 7 and Galaxy 8. But only 2GB of data limit.

The 55+ unlimited plan from Verizon is great. Just turn on the Hotspot on your phone for the computer. Nothing complicated about that. Technically it's only available if you have a "billing" address in Florida, Missouri, or Illinois, but I was able to get it in California as a "loyalty" offer.

We have a Galaxy 7 and Verizon with the 2 gigabyte limit with various ways to get more data.
I'd suggest going to a Verizon store and asking them what they suggest.
However I don't know if you ever saw the movie "The Flim-Flam Man" but be prepared to be presented with various options that will start out cheap and then skyrocket or disappear.
I use a JefaTech repeater but they quit making them as of August.

Here's what works for us:
We have Verizon unlimited with two phones and a MiFi.
Where we stay in the summer months we were getting between one and zero bars for signal strength.
I bought the WeBoost RV65 (not cheap) and it increased our signal strength to full scale when reasonably close to the indoor antenna. Even without the better internet speeds, we love it not having calls dropped or breaking up all the time.

Good point to remember, many (all?) workers in cell stores are on commission.
One of the old tricks is, if ANY CHANGES are made to your account
your contract is automatically extended 2 more years.
American corporations can be really sleazy.

Have you checked Visable? They use Verizon towers and have a cheap unlimited plan that includes unlimited hot spotting with your phone. You can type your Samsung phones' IMEA number into the compatibility checker and see if one of them might work that plan at this link- https://www.visible.com/plan

If one has a cell phone that can be set as a hot spot, and only wants to be able to make some calls, surf a little internet, and maybe stream some low-quality Netflix, does one really need a separate hotspot device?

The first two are closely related because your internet might come through the same provider as your cell phone. The simplest way to get better cell service and faster internet is a better antenna. The problem is, I don't know of any cell phones that have external antenna connections !
The recently introduced Winegard TOGO solves the second and third problem. This is like a "JetPack"/MiFi/HotSpot on steroids !
They have discount cellular data plans with both AT&T ($360/year unlimited data but rumored to be going away) but it also works with Verizon. The TOGO device include a WiFi router so your laptop(s), printer(s), tablet(s), etc can be connected together and to the Internet.
The TOGO device has a good antenna built in and mounts to the roof of your RV so it is already pretty high off the ground for a better signal. Like I said, this does not improve your cell phone signal, but there are way to make phone call through the Internet using your laptop or tablet (Google Voice and Skype). So in areas where your regular cell phone does not work, you may still be able to send/receive "phone calls" through your laptop or tablet !

Most newer cell phones can place "WiFi phone calls" without having to resort to using either of the above suggestions. Turning WiFi Calling on/off can be done from the Settings menu. Change the setting, make the call and you won't even notice that it's being done using WiFi.
