Thank you Ed the Delkart Sim Card reader worked perfect for me changing the pin number on the Mobley sim card using my PUK code. My spare Mobley is working. FYI, the Delkart Sim reader is $33 on Amazon now with a free management software license key. You email Delkart support for the key after purchase and include your Amazon order# after downloading the 30 day evaluation version.

I took a slightly different route to unlock my Mobley SIM. I purchased a used AT&T cell phone on eBay for about $35. I got a refurbished HTC One X, which was a great phone when released (about the same "vintage" as a Samsung Galaxy S7). I was able to go through the PIN reset routine with the phone, and now I have a fully functional phone. I don't intend to add cellular service to it, but on WiFi it does everything but make calls. The seller even included a free 3-month subscription to Mint Mobile that includes 24GB of data.
Interestingly, when I put the Mobley SIM in the phone, the data plan worked fine. After a day or two, though, it stopeed working, and the network settings said " Bad APN - unable to connect to network". When that happened, I feared that the SIM may have been locked by AT&T, but it still works fine in the Mobley and in a Huawei USB modem. Apparently, trying to use a data-only SIM in a smart phone causes AT&T to shut it down.

Current issue is that At&t is no longer giving out PUK numbers for the Mobley SIM.
I called At&t today and was told no.

Try using on-line chat. They look up your account using the assigned phone number, and probably don't even know the device that the SIM is in.

I hope this will be the case otherwise things are looking dim for those that have not already switched.
If a SIM is PIN locked and you don't know either the PIN or PUK code, there are no means to disable the PIN. SIM cards are much more than they seem to be. They are used for security applications and their level of protection is very high. After 3 attempts of entering an incorrect PIN code the SIM card blocks itself. After 10 attempts of entering an incorrect PUK code, it will be damaged beyond repair.
If AT&T doesn't cooperate there's nothing that can be done. This info is confirmed by Dekart's customer service.
It is possible that there is some hacker type software available that will work around this but I don't care to experiment with my SIM.

I suggest calling again and speaking to a different rep. Simply say they device pin got locked and you need the PUK code, chances are they will primarily be concerned with confirming your identity, they may ask your billing address, etc. then give out the PUK code. Don't volunteer more details than they need to know, device PIN locked, need PUK, keep it simple.

You have to be connected to the Mobley's network, you can't just be connected to some other wireless network when trying to do this.

Thanks. Used that link on my laptop to get into Mobley config page.
(Mobley sim is in its OBD unit at this point). When I move the sim over to my
CBA850 LP6 it asks for a PIN (which I have from ATT) but I don’t see
how / where to enter it on the Cradlepoint.
By the way, the Cradlepoint also has a TMobile working SIM in its other slot
which appears to be working normally.
What else might I try?

You should not have a PIN from AT&T you should have the PUK code from AT&T, the whole problem at the moment for Mobley users is that AT&T set a PIN code with their firmware update and will not release said PIN code, locking the SIM card to the Mobley device.
The PUK code lets you override the PIN code, and lets you assign a new PIN code, it does not work as a PIN code itself, in order to be prompted for the PUK code, you must enter a wrong PIN code multiple times, and then when the device locks, it will ask for the PUK code to unlock.
