Need help to identify this electrical device

The 110V A/C outlet in the front driver's foot well of my 1998/99 Pace Arrow went dead. The line to the outlet has power. I disassembled the outlet box to find this electrical component in the A/C circuit. It is wired inline to the outlet, but the black hot lead in the circuit does not pass power to the outlet. Any idea what this mysterious device is? My searches on the web and in various forums haven't turned up any relevant information. So, I turn to you. Any ideas or experience with something like this? I suspect that outlet was wired in such a way that it would go 'dead' whenever the ignition was On.
That was to prevent a TV that was visible to the driver from working while the RV was under way.
My GUESS is that the device that kills the outlet has gone bad, and is constantly sending the kill signal, rather than just sending it when the key is on.

Thanks for the "guess"

I appreciate your quick reply and your reasonable guess. I long ago removed the front CRT TV after I bought it from the previous owner. The old TV wasn't plugged in (just hanging out in the dash), so I don't know where it was supposed to be powered from. But your answer seems reasonable. Thank you again.
