My Pixel 4 XL Visible phone is fully activated now. It was have activated yesterday. It could not do calls and only could connect to visible.com website. I did a long chat. My case was sent to an engineer.
I removed the sim this morning and restarted the phone and the visible app. It no longer said anything about the cloud. I turned off my phone, inserted the sim, and restarted. The phone mentioned my voicemail PIN and I could send and receive calls. The visible app works properly. I did some hotspot testing and everything is well. I got an email from visible stating my phone is now fully active, but I didn't read it until I did the uninstall, install, reboot, insert sim business this morning.
My neighbor is lousy for both ATT and Verizon towers so my bandwith is slow. I will drive somewhere with good cell coverage and do some data testing in phone and with hotspot.
My initial problem with the visible app was my fault. It stayed stuck on the intro screen because my home wifi is behind a PiHole DNS filter. The visible app stays on the intro screen until it connects to their site. I noticed if I used my iPhone as a cellular hotspot my Pixel 4 XL could connect via the iPhone to the visible site because I was not being my PiHole DNS. I made adjustments to PiHole so now it works correctly.
Once I figured out the PiHole issue, I removed and reinstalled the visible app. The app was stuck with the Cloud message until they cleared something at visible overnight.
