Tablet vs Laptop for Surfing

We use our phone hotspots for web surfing.

Our W10 laptops seem to have frequent background videos from news stories running that I would guess use up date unless we catch them and turn them off.

Our phones do not automatically run videos. So data is not wasted.

Question:

Will an android tablet, like a Samsung Galaxy, operate like a mobile phone rather than a W10 laptop when consuming data?

If so: A tablet with a data plan might be a good choice rather than buying a hotspot?

Thanks in advance for any insights.

Any device can be set to avoid automatically displaying video or images.
It is a browser setting

Set you win10 connection to 'metered'. It will help to reduce data usage. Additionally, In various programs and web sites, such as Facebook, you can set it so videos do not autoplay.

Thanks for the tips on W10.

I did find a Plugin to disable HTML5 autoplay that seems to work ok.

I did not find the "metered data connection" selector in W10 but will keep looking.

I think I turned off the Flash Adobe capability, but not sure.

I still am curious if the mobile units use less data to display a web page than does a full featured computer.

I have found no conclusive result in searching the web. Probably because everybody uses each unit differently.

It used to be in Settings and then in Network then WIFI advanced settings. But if you took the latest update they likely changed it to make it harder for you to block all their updates.
