Yes, and No. You do have to be in an area where your phone shows Verizon Wireless and not a roaming message but you do not have you be in the home area where the phone is registered.
Rick,
Both cell phones and air cards need to be updated. You can dial in the number above for the phone and you use the Verizon Access Manager (VAM) for the air card. Don't connect the air card but instead select the Activation option and it will log in an update the card.
Sprint and AT&T have similar options to update their phones/cards.

Don't know what you mean, I have a cell phone & Plug in device for my computer. I just use them. Never dialed a number on 1 st. of month. They have worked fine for the year that I hae had them.

Well there's no time like the present to start! You should follow the above instructions at least once a month (more if you travel extensively) and you should run the Activation option on your "plug in device" as well to ensure that you can connect to the new networks that were not originally known to this device the last time the activation was run.
