My desire is to have the camera connect to the Spruce rather than the home router so we can use it via our hotspot when traveling. The problem is to connect to the Spruce, I will have to change the IP address on the camera to the Spurce's 10.x.x.x IP convention. Is there anyway that I can either change, or add IP 192.168.x.x addresses to the Spruce's wifi? This will enable the camera to easily transition to and from the home network as we come and go. My goal is to keep the camera's IP address so the home network sees it when in range.

The Advanced page of your Ranger's control panel contains a field in which you can establish that is called an IP Alias which essentially allows a device to be accessed at two different IP addresses.
If you don't see an Advanced page in your Control Panel then you need to go to the Setup page to the line for "Hide Advanced Features and set that to OFF and then SAVE using the button at the bottom of the page. You will now see that there is an Advanced page visible.
On the advanced page, all you should have to do is enter 192.168.1.1 into the IP Alias box and then Save. If you do wish to enter subnet and gateway addresses please note that no spaces are permitted.
Now you should be able to get the camera to connect without having to alter its settings. Connect to the Spruce's WiFi as usual and you ought to be able to access the camera at its usual location.
If you have any problems getting this to work, let me know.
