Given that you have a 2004 Challenger, I take it you have a Power Gear Leveling System. Please check to make sure that is correct. The touchpad control will have that information on it, including a line of numbers at the top right corner indicating if its the semi auto or automatic arrangement. Also, Is the jack motor running when you are trying to extend the jacks?
The first thing to do is check the fluid level in the tank with jacks retracted and top off with automatic transmission fluid. Then try to extend the jacks again. If you are successful, check the fluid with jacks retracted once again and top off if necessary.
