2011 Tiffin phaeton surge guard

2011 40QBH, having electrical issues. Something in the surge guard transfer switch keeps clicking off and on. Service guy thought it was the surge protector, so we installed a new one.
No change, so we replaced the house batteries, which were bulging and low on amps. Now we have good power, but the transfer switch still clicks on and off. Can't figure what the problem is, maybe the inverter?

WITH ALL POWER REMOVED, open the trasfer switch and look for burnt or damage wires or terminal or other. Ensure all wire connection screws are tight.

If no observerable problem, and YOU ARE COMFORTABLE WITH WORKING WITH POWER ON, use a test meter to check input and output voltages - to determine if the switch is bad and not passing voltage, or if input to the switch is missing.

Unlikely the inverter... it's downstream from the transfer switch.

Does it do it when on generator power?

That's another story. It all started when the generator would not crank over. I'm told I need to change the fuel filter to get the generator running.

Surge guard looks back at the wiring behind it, not at the ATS or any internal RV wiring.

It monitors the shore cord, outlet, source of power, cord reel, if equipped and connections before the surge guard.
