Yes. With the steps up, there are two sections of hinge visible, about 8" to the right and 8" to the left that join the steps to the RV floor. The hinge pins are about 8" long and have an angled portion at one end that is used to pull the pins inward and out of the two 8" hinges (kind of like removing a door by driving the hinge pins upward). This separates the steps from the floor. It's best to have two people to lift the steps out of the RV doorway. And definitely two people to re-install them.
I could envision a hinge that does not have this feature in which case removing screws from the side of the hinge that is screwed to the floor would be the only way to free the steps.
All this said, given the weight of the steps, and the muscle required to remove and replace them (if you have removable hinge pins) would surely preclude disconnecting the steps to lower them to solve your problem of lack of swing room.
