Added Electric Element to Atwood Water Heater

Previous owner stated the aftermarket electric water heater element caused the breaker to pop. I never questioned him on this, or what breaker, and never bothered trying it out myself since propane tank was freshly filled.
The setup is a rod in the drain hole, and electric cord plugged into outlet in adjacent wet bay. I plugged it in today for the first time and it works, or least heats the water.
Questions.... is the element constantly on or does it have some sort of internal thermostat?

Circuit is 30 amp so if both ac's are on and heater is on, could that pop the breaker?

Can I plug the heater into regular outlet on campground power post?

I have a similar setup. Six gal Atwood water heater. When I'm at a campground I run an extention cord to the 15 amp outlet on the pedestal and when I'm boondocking the refrigerator is on gas so I unplug it and use it's outlet. (Powered by gen) Refrig outlet has it's own 20 amp circuit breaker. Both ways work fine. Mine has a thermostat strapped with zip cords to the pressure relief valve.
