Bad solar charger? High voltage at battery

I have a 2021 Surveyor 19BHLE, with two HQST 100amp lithium batteries, and a Go-Power 80 watt solar panel with a GP-PWM-10-SQ solar controller in-line. I reinstalled the batteries onto the camper for the season (fully charged). With all cables hooked up and the main battery kill switch on off the voltage at the batteries ranges from 16.5-19volts on both the battery monitor and my voltage meter. BUT… on the Go Power controller it shows the voltage around 13.6-14.2 depending. (The controller appears to keep charging the batteries even though the batteries should be fully charged) When I disconnect the positive cable for the controller at the batteries the voltage at the batteries goes back down to the normal range of around 13.6-13.7. With the controller hooked up, and main battery switch on, the voltage at the batteries stays in the normal range also, but it has a slight power draw because of normal minimal power consumption of battery monitor and I would imagine CO2 monitor.

What could be causing high voltage at the batteries only when the charge controller is connected and switch is off, but still showing normal voltage at the controller itself?

Did it work correctly last year before you disconnected it?

Did you take pictures of it before you removed the batteries?
