Check ALL terminals and connections for corrosion. The low voltage at the thermostat is not enough to power through corrosion. Remove the thermostat from the wall, with power off, remove and reconnect each terminal a few times to wipe off corrosion. You may need to do the same at the A/C end of the wires.
I had #2 compressor that didn't work, that one I had to use a small brass brush to clean away severe corrosion, when I replaced the wire #2 worked.
