Black rinse vacuum breaker woes

I can’t access a bad black rinse vacuum breaker but I can access the lines in the underbelly. It is currently mounted about 4 ft above floor level in my fiver. Can I put the breaker in the underbelly or does it have to be high.

Where is yours located?
Under bathroom sink, behind shower, in closet etc
*There should be an access panel if hidden

Posted for friend. Turns out it was a bad shut off water line valve located by vacuum breaker. Thx
