Fresh water connections

I have 2003 Tiffin Allegro Bus 36OP. Problem is when I connect up hose for fresh water I get no water and then I have water start coming from the water tank fill cap? The only way I get water is running pump. So do I have bad valve or check valve somewhere that's bad or what. I have turned the valve handle up and down and still the same.

Yes it does sound as if your valve is defective. Try turning it back and forth several times and perhaps that may free it.

Hope this helps and if not you may have to replace the fill valve which can be a hard job sometimes.
