This is my first generator so I don't know if this is normal or not. My generator is an Onan Marquis 7000. With the generator running and no load the voltage is 115 and fluctuates about 2 volts. With one A/C running the voltage is about 113 and fluctuates about 4 volts, with both A/C's running the voltage is about 111 and fluctuates about 6 volts. Is this normal or should I get it looked at. Also the engine does not seem to be surging, I don't have a tach but it sounds like it maintains a steady RPM.

Your voltages sound a little low. Should be a simple adjustment to your generator (maybe to the governor or voltage regulator??) to bring the voltage up closer to 120V.

The problem is when you start putting significant load on the generator, such as your a/c or heat pump, it will draw the voltage down somewhat. This may cause damage to your equipment if it goes signifcantly below 110V.
