You are on the right track. It is not uncommon for the porcelain part of the ignitors to get a hairline crack in them (generally on furnace ignitors due to the excessive heating/cooling of the porcelain) causing the spark to find someplace else to ground to rather than in the pocket where it's supposed to be. In most of those cases you'll hear the snapping of the ignitor but upon visual inspection you'll find the spark far from where it's supposed to be.
In my troubleshooting I find that ignitor controls either work or don't - there doesnt seem to be any in-between. Ignitors themselves are very inexpensive, and as you can see, very easy to change - you are on the right track - change it first.
