Hot Water tank filling?

I went out today and drained my fresh water from holding tank and the hot water tank. I should already know this, but, How does the hot water tank fill?? I fill my tank from a hose, usually. Does the hot water tank fill at the same time as the holding tank, or does the holding tank have to have a certain amount of water in it first before it goes over to HW tank?
Mine is an Atwood.

Ok , when you have the fresh tank fill valve set to " fill ": city water flows only to the fresh tank.
To fill the W/H , set the control valve to supply the coach and open a hot water tap to vent the air out of the system.

Think of your water heater just like you think of a faucet, it is connected to the plumbing of the coach.

Water heater ONLY fills when City Water is supplying the RV Cold Plumbing Line OR the pump is ON/Running and supplying the RV Cold Plumbing Line
**Fresh water tank is just for pump suction

Cold supply goes to WH Tank cold inlet then you open a Faucet Hotside and allow WH Tank to fill and expell air in hot system
*this is based on WH Tank valving set to NORMAL
(Cold inlet Open/Bypass Closed/Hot out Open if hot has a valve and not just a check valve)

Just check/verify WH Tank Valving prior to turning Electric Element on .
No water in the water heater, element burns out

**Water can flow out of Faucet hotside when WH Tank is Bypassed---no water in water heater
