I would look at the door sensor switch. If located too far away from the magnet, road vibration of the door could cause it to activate the step. (As in when the door opens). The lock-out function only works when the ignition is off. It is designed to keep the step out when you are stopped-camped but are going in and out of the coach continuously. If you turn on the ignition (with lock-out engaged), it will pull in the step, but only that one time. It will not keep the step in after that.
The other possibility is a short to ground on the supply side of the sensor switch (from the control module). If the wire is rubbing on the frame/ground, it will cause the step to extend. I am assuming the version of the Kwikee step you have is the same as mine about that time frame. I know there are some other versions out there and they might not be the same. Good luck!
