Leaking Toilet Water Valve on Dometic 210

I have a Dometic 210. The water valve was leaking from the bottom around the black piece on the bottom. I replaced it with a new one. When I pull up on the pedal to fill the toilet, water pours out the top where the plunger pushes down. I assumed it was a bad part. So I take it off. I repaired the bottom on the old one and put it back on. Now the old one is also leaking from the top when pulling up on the pedal. It's a simple valve the plunger is being pushed down whether you are pushing down to flush or pulling up. I don't understand why water is leaking out the top only when the pedal is pulled up. Please help!! Thank you!!
