A few years ago, I would occasionally get the dreaded "sewer stench" in my 5th wheel. I checked the air admittance valves and toilet seal, all looked good. New seal on the toilet, still had the "stink" so I pulled the toilet again and closely inspected the flange. Found a crack on one side where the closet bolt goes through the flange. I replaced the ABS flange with one that has a stainless steel ring and haven't had any problems since.

When I found my damaged flange, I had to remove the toilet and use a flat blade screwdriver to gently pry between the floor and flange in the area that the closet bolts drop in. With a little pressure, a crack became visible. You may also be able to lightly push on the top of the closet bolt while sliding it along its "raceway".
