The NOCO code indicates that the unit has been operating for two hours with no drop in temperature sensed by the thermistor. If this occurs twice, it will lock out the heating elements until you do a reset procedure. (see link below)
Is this happening on AC, LP or both? What it indicates is there is no heat being applied to the boiler tube. Check the voltage output to the two heating elements to see if they are being powered. There is a fuse inside the control box for the elements. Check the resistance of the two elements to see if they are good. You can apply 120vac directly to the elements one at a time to see if they are heating up.
