Vegetable oil probable wouldn't hurt the rubber seals, but a better alternative would be silicone plumber's grease. It has high viscosity and will stay on the valve a long time.
I had a slow leak in my black valve even after replacing the valve twice. I finally took it back apart and put a thin film of plumber's grease on the rubber, and it has been leak-free for at least the last 6 months (maybe closer to 9). The valve works very smoothly, too.
