The OP claims they found the control board to be the problem.
Probably more likely the reel, as mentioned.

I hope that when he removes the EMS he immediately connects the two cords together (bypassing EMS).....and then wiggles the power cord again.

I will bet $2.73 that it is the reel

Had a park maintenance guy tell me I had a bad PI unit...

I said sorry - it's your power... PI says so

Had that happen twice. In both cases it turned out to be a faulty breaker in the park MCC. In one case, the owner had replaced the breaker due to a problem but, in fact, he reinstalled the old breaker by mistake. He swore up and down the breaker was new and could not be the problem. After he settled down, he checked again and found his error.
