The freezer is not always warm. Sometimes it's zero or below. That's what I'm trying to figure out.

Was the fridge compressor operating in both tests?
Might need to confirm V doesn't sag under a load and test OK if no load... just a thought while you are testing.

Yup, I would replace the EMS as it is clearly producing saggy Vs that is causing a not always warm freezer to be zero or below.
