Your adapter from the gen set to the RV 50 amp cord plug , is supplying both hot legs legs with power ; how much each leg gets is a function of the gen set wiring ; and may be somewhere in the owners manual. Look for max load each circuit when switched to 120/240.
Plugging into the gen set 20 amp outlet with the extension , then using the spliter/ adapter at the side of the RV could possibly give the full 20 amps to one of the two hot circuits in the RV, and actually result in more power for the one circuit.
With only a 20 amp supply , marginal for A/C, you have to make sure everything else ( fridge, water heater , microwave ) is off of 120v power , and in the case of the fridge and W/H on propane.
EDIT : The start up draw on your 15btu unit may be at the limit of the power supply , if the circuit breaker continues to blow you may actually be under powering the A/C and possibly causing it damage.
