Trying to resurrect a 1986 Coachmen A

The 6345A power panel seems to work OK except it won’t charge the battery. The name plate (attached) says it has a charger, but “RV Binder 1” (attached) says it must have “option C”. We haven’t been inside except to resolder some loose fuse sockets. How can we tell if it really has a charger? Also, where is “R5"?
