Turbo Kool Trouble Shooting

I have the Coleman brand of the Turbo Kool RV swamp cooler on the roof of my Dodge Tioga Motorhome. The water pump in the cooler gets water from the fresh tank. The cooler works good on lo vent to bring in cool air from the outside. But I cannot seem to get it to kick out cool air on lo or hi cool in hot weather. I can hear the pump running and obvious the blower fan runs. Am I not giving the pump enough time to get the water from the fresh water tank to the roof??? How long does it take to get water to the roof??? I know there is a sprayer in the cooler. So lastly. Obviously the cooler itself works fine, so why would I not be getting water to the roof/cooler??? It has been getting hot here in Pahrump, NV during the day already. I have my small poodle Snoopy who lives with me, so I have to make sure he is kept cool while I am away. It would be nice if I can trouble shoot this and get it working to its optimum performance. I have 66 gallon fresh water tank. Thanks for any help in advance.

Check the pump for any kind of filter strainer and any debris in it that could slow down the water flow.

Everyone else in the park has their RV door during the day trying to stay cool. I just run the cooler because I like my privacy. And when neighbors start trying to tell me how to take care of my dog and like as minimal contact with the neighbors as possible.

If you are overly large; used some plywood to distribute the weight.
