Vaccum pump running constant

Not sure what its for but in front under hood I have a small black pump sucking from a softball size black circle and a lower hose 2 in going nowhere pushing air out ?
Any one know what this is and what the lower hose should be hooked up to

I would imagine your Dash A/C is in the default mode sending all air to the defroster vents. A clear sign that a vacuum hose is off or broken, or your vacuum pump quit working. Diesels make no vacuum, so a pump has to be added to work vacuum accessories like the heater and A/C controls on the dash.

I spent 3 hours disassembled the dash and found at the block of hoses going into the controls a small leak could not find where from I did find out that putting the vent open stoped the air so I guess vents will be open
