As suggested:
Burner & orifice need cleaning ---also with that amount of soot the combustion/exhaust chamber needs cleaning also

Orifice....brass nozzle burner tube fits over.
Soak in alcohol then air dry
***NO POKING anything thru it OR USE HIGH AIR PRESSURE
that will damage it resulting in having to replace

Burner tube
Small bottle brush and check that spreader plate is parallel to end of tube

Spark ELectrode
Emery cloth to clean electrode of soot/carbon

Combustion/Exhaust
Run wire thru and out exhaust...tie rag to it then pull back thru doing a 'chimney sweep'

Reassembly all components and fire it up
Adjust 'air shutter' (sleeve with slots) for a blue flame and slight roar

A little blast of air at not too high of pressure into the combustion chamber and a black cloud came out.
Then a shot in the tube for a few seconds, then another shot in the cc.
It roared to life back to normal.
Another annual maintenance item I'm thinking.

Stop gap fix
Combustion chamber is coated with soot as is the spark electrode

The tube the flame shoots into could have a nest in it or be clogged with soot. It's just a "U" tube. Take the burner out and the sheet metal covers off the top discharge side the soot is coming out of. The get a rope all the way through the tube so you've got both ends you can hold on to. Tie a rage (something like a shop towel) on the rope and pull it back and forth through the U tube to make sure there is nothing blocking it. Use the biggest rag ball that would fit through the U tube to make sure it wipes the entire inside of the pipe. Then reassemble everything and light it off again. The flame maybe orange at first from dust in the air. If it turns yellow again, it will soot the pipe up again. Adjusting the air shutter on the burner should fix that - opening it up all the way should give you a noisy blue flame. Closing it off will make the flame yellow. The best setting should be just before all the noise is gone but the flame is still all blue - you don't want it roaring with a short blue flame or quiet with a flame that has yellow tips. If the burnt gases coming out of the top of the water heater have a sweet smell, you're making more soot - give it more air. Better to be a little noisy than to soot things up.
