Water heater stop-ed working on electric.

I have a 2001 Travel Supreme. The water heater is gas and electric. Replaced the W.H. last sumer. It has been working fine for 10 months.
About 2 months ago the electric started cooling. The water went from scalding hot to just warm It did it gradually. Now it's not hot enough to take a shower in. When I turn the gas on,it's plenty hot. Today I put a new element in . Still just warm. On gas it's fine. I read 11 amps at the new element. So element is working. Old element was good, read with my meter.
Anybody have any ideas. No leaks anywhere. No rust,no corrosion. Gas is saying water lines are good.

I'm not an expert but, it sounds like you have a thermostat problem.

Wouldn't the therm. be the same for gas heat as it is for electric. If there are different therm. ,where are they?

What model WH do you have? Most likely there's a t-stat/eco for each heat source.

What is the voltage going to the water heater? I see you found 11 amps but power equals volts times amps.

Did you measure the amps with a clamp on amp meter or do you have a pretty heavy duty amp meter?
