Bypass
Cold water supply from Right can not flow into WH Tank Cold Inlet Line due to porting on that Bypass Valve
Cold water supply from right goes straight thru and into Hot Supply line...can't backflow into WH Tank Hot line due to the White Check Valve

One 3-way and a check valve.


**OP that 90* Brass is just an elbow
White Fitting at bypass is the Check Valve (has flow arrow on body)


Elbow could be clogged
Check Valve is most likely clogged

So this is the check valve? Smaller than I expected. I didn't know they made them in a plastic fitting.

EDIT: If you actually zoom in on the fitting, you can barely see an arrow, so yep, that's it!

Thank you for the clarification on the directionality of the handle, I was confused about which direction the flow was going with the handle in that position. The manual and the diagram for the bypass kinda have conflicting information.

It does make sense that the elbow would be clogged, as well as the valve. I'll have to pull it all apart and clean everything. I might do some PEX upgrades while I'm in there too, I already converted the wet bay to PEX.

Cold Water Supply HAS to be coming from Bottom RH line as you first stated

3 way valve has 2 ports at 90*
Normal
Water comes in bottom and goes out top

Bypass
Water comes in bottom but now vlave porting has changed to left side
Check valve stops backflow into WH Tank
Water then flows into hot supply line

I was upside down/backwards ----WRONG

Update: So it was just crud in the HW tank that got stuck in every nook and cranny. After running enough vinegar through it the problem stopped. I bought the check valves anyway, but didn't need them yet. I'll eventually install them. Thanks for the help everyone
