When are the shims needed?

I have a Onan 4KYFA generator with a oil sump reed valve in the head that needs replaced. In the parts diagram it shows two shims that go with the reed valve. The current reed valve doesn't have a shim. What determines when you need a shim?

Thanks in advance.
