If there is not a controller with a display there should be a wire to the battery compartment, it may be fused. Use a multimeter and check check the voltage there. If it is not fused you may have to disconnect to get an accurate reading.

The batteries in a non charging state will be about 12.4 to 12.6 volts. Later in the day after the sun has been up but before say 3PM check the batteries again to see if they are higher than when you checked in the dark. You could also throw a blanket over the panel and see if the voltage changes.

I have the same question with my 2003 American Eagle. There is a Solar Panel LED indicator on the tank liquid level indicator panel (an odd place to have it in my opinion) but I have never seen it lit. I did contact Fleetwood who sent me some wiring diagrams. I have not yet had the chance to probe around with the voltmeter. I can forward you what they sent me if you want. Just need an e-mail address.
