If some component shorts dead to ground and has the ability to carry a lot of current the fuse still protects the wire, the short is just from the component versus a rubbed wire.

RULE: ALWAYS, ALWAYS put the fuse or breaker at the source. I've seen too many installations where the current interrupting device is at the load.
When the wire gets frayed and shorts to ground the current goes to max and the wiring goes up in smoke.
