I'm sorry about your wife . Ribs hurt a long time been there a couple times. There are many threads on steps . Look in your binders you may have the owners manual Quickey brand has a good troubleshooting guide online most likely the manufacture . The search function doesn't work well on my phone app PC is better.. Some of the step motors on these can be replaced cheaply with an auto window regulator motors and have been documented .Many times the issue is grounding .If testing these great care must be taken due to power and leverage that will take off a finger or come down on you.
Your not supposed to make double posts but your title doesn't contain the the problem and would be better in a class A motorhome forum. A search will get you faster information.

Sorry to hear of your wife's accident. However, I'm having trouble relating frost-icy steps to replacing the step motor. Or are those two separate thoughts?

In any case, to get the right motor you need to identify the step make & model. It's probably a Kwikee, but there were some others back in 1997. Here's the site for Kwikee troubleshooting:

There is no slip adhesive tape and custom step rugs to help slippery step.
