spirits are expensive in Canada. That's the reason for scrutiny
Our RV was boarded by Canadians...when we ferried out of Canada and boarded by the US when we ferried into the US
US officials took 2 pretty tomatoes (around lunch time) and the US official took 5 sticks of firewood. The curious thing is , one US official did not care about the tomatoes or firewood, but, the second official wanted to search the coach...no problem for me....
the weapons ban in Canada is a bigger concern, the rest of the world thinks we are crazy for defending ourselves

The border agent has complete discretion, though. We've had them ignore quantities of booze well beyond the official allowance when they were pretty obviously for personal consumption, e.g. open bottles. However, when you bring in a fairly large quantity, odds are strong you are going to pay the excise tax and it is steep. YOU know you plan to drink it all yourself, but the border agent doesn't know that.
