We currently have the qstraint system in our mini van. My only concern is the mounting of it. As long as I can find the solid frame rail, it should be fine.

You do not need framing to bolt to. Steel plates sandwiching the floor will be just fine.

I have transported hundreds of special needs students in wheel chairs. There are a number of different companies that manufacture wheel chair securing systems for use in school buses. Many of them include lap belt/shoulder straps plus wheel chair anchors and straps.

I would start my search there.
