what RV do you have?
Does it have a place where there was an antenna?
Crank up style will give you some height and can be directed AT the Transponder Towers for best reception
DC power to antenna amplifier would be required also

I ripped the original antenna “on a stick” while boondocking in a heavily wooded area. Replaced it with a Winegard Air 360+ which looks sort of like an upside down bucket. It’s omni-directional. Not cheap. But dang, it pulls in everything. And the picture is crystal clear on nearly every channel. Best of four I’ve had over the years.

What is your definition of "best" - smallest, cheapest, most gain, -? "Local" as you travel as defined by what distance, geography or population density? "While traveling" for me I might be 40 or 50 miles from the nearest station. That demands a different "best" antenna than if you're driving through densely populated areas that might have 20 or 30 stations within 10 miles.

There are a lot of ways to broad cast shows on a TV today vs 10 or 15 years ago.
You might want to define what you are looking for on your TV, such as over the air broadcast, Satellite TV, or streaming services.
When traveling I use a Satellite and streaming service for my needs as this gives us the best reception for viewing programs. I have a DISH Tailgater receiver link to my DISH account at home. I have tried all of the over the air antennas from the KING to Winegard bat wing models. The Dish Tailgater by far is the best for my money.
Streaming service is whole different ball game, but it works just as will for me.

Day in, Day out, the best overall OTA antenna is the Winegard Batwing IV with the Wingman and Sensor Pro power supply. There are still places where you won't get squat. I've tried the King, I've tried the Winegard Automatic and none has been better than the Batwing with the Wingman.
My new mh came with a Winegard 360 (not the plus) and the few places we've been has done an adequate job. As more and more places are updating their WIFI and Internet service streaming will become more or more available and usable.

Keep in mind that most OTA transmission from the stations are digital now. Much more reliable and easier for the signal to reach your antenna.
Most any well known unit will work. I have had several and they all worked fine inside 50 miles range. After that a crank up type that can rotate works better. The batwing with the wingman comes to mind as a good unit.
Just my experience over the years.

I bought one of the oft-recommended-here crank-up antennas from Amazon.
Then I surveyed my roof to find an open spot for it, one which corresponded to a place where I would have to drill a dismaying large hole in my roof for the crank-it-up-from-inside mechanism.
At that point, I ran out and bought one of these omni-style antennas.

I throw it up on the roof when I park, take it in when I drive, and pick up a surprisingly large number of channels. I can easily mount it permanently if I want, just haven't wanted to yet.
(Drilling that big roof hole was a step too far. I'm sure I would get a few more channels with the big crank-up model, but, not worth it to me.)

If you want a good quality one that requires no cranking and or turning to find the best signal, this is a great choice. It's pricey, but works.
