Yea, I am in Nevada and after signing up over 6 months ago, I experienced the same thing.
They do not have a real presence out west.
I’ve dumped the app since finding that out.

Last month, 2 days before leaving on a trip from OK to MI, friends told me about an app they'd been using. It's called Upside. I checked and it has been around a while (Clark Howard reviewed it in 2016 and said it was legit) so I downloaded it. I accumulated a rebate of about $11 on the trip... not a lot, but better than nothing. Plenty of gas stations participating (Casey's near my house, for one). Typical offer was 8 cents or 10 cents per gallon rebate. Once I have $15 accumulated I can cash out; I'll have them send it to my Paypal account but it could go to a bank account if I wanted that. Purchases inside the convenience store part of the station can add more rebate, but I never do that.
The app shows stations and their offers, I click to take the offer of whichever one I choose, then at the station I either click to "check in" when I arrive or (depending on how that gas station franchise handles things) photo/upload the receipt from the app before leaving. The app tells me which one to do.

Yup We use it, altho I have found that the TDS/Open Roads seem to have a little bigger discount.. [note I also have seen a larger cut with the Mudflap in some areas.]
What I DO LIKE is that the retailer never sees your ATM card, All they see is the Mudflap "Code" on your phone to turn the pumps on..., and NO Stoppee/Startee re-swipe on a credit card..
By the time You walk in to the fuel desk to get their receipt, You will get an "E"-mail with Mudflap's receipt..

Yes thats what I found too. I saved $64 on my first use plus another $10 for getting my son in law signed up.
Pump total showed $365, my Costco Visa was charged $290.
Very happy

That only part of mudflap I don't like is still having to go inside to start the pump then retrieve your receipt.
To me, the TSD card is much more convenient. Well, it will be when/if I ever get my MH back from the body shop.

First time used it Sunday. 50 gallons and saved 86 cents a gal. Paid 4.31 per gal in NY state. Monday topped off the tank in MA 27 gallons, paid 4.35 per gal pump price was 5.53 gal
I'm liking the app. I attached a credit card to the app. I will remove the CC at the end of each trip and reinstall before trips.
