California imposes ‘smog check’ requirement for out of State trucks/RVs
Dunno if this has been posted before.
https://ww2.arb.ca.gov/news/carb-unv...rt-los-angeles
Quote:
The HD I/M program will apply to all heavy-duty trucks, buses, agricultural equipment and personal motorhomes with a Gross Vehicle Weight Rating (GVWR) of more than 14,000 pounds travelling in the state regardless of whether they are registered in California.

I don't have a MH, but wondering if this extends to my truck (6k) & 5ver (14k).
Or eventually will.

CA emission checks
This does not sound like great news for those wishing to visit the "Golden State." GVWR over 14,000 pounds includes a lot of Class C RVs like the one we have on order. My relatives in CA may never get to see it.

The most ridiculous thing I have witnessed while in California in 1972 was when the CHP pulled a Marine 6x out of a southbound I5 convoy, headed to San Diego from Pendleton, for a smog violation. Later that day that 6x was loaded onto an LST, Viet Nam bound and likely never was to be seen again.

I don't see this as much a problem. Our rig would pass and if it didn't, I would want to know. This isn't any different from weigh stations and safety inspections being performed in other states. We drive through Maryland where we're required to stop at weigh stations and Pennsylvania, where they have been doing mandatory safety inspections lately. In our home state we have to pass a safety inspection every year like a lot of others. This actually seems like less of a hassle than the annual inspection tends to be. I wouldn't worry about it or let it stop me from visiting Cali.

Regulation does not appear to apply to 6,000 lb truck and to a 5ver.

Interesting section:
“Vehicles flagged by the monitoring devices will be required to undergo an additional emissions test to verify their emissions-control equipment is functioning properly and repair any malfunctioning emission control equipment, if necessary.”
Exactly how and where are these repairs going to be done? For example, my MH is registered in OH and meets every requirement for this state to be legally registered. Now IF I travel to CA and that standard is different are they going to seize it until it’s repairs to their standard? Or will I just drive it out of state to get it repaired? As each state has reciprocity on many MV laws and federal money pays for highways in all 50 states, I see a slight issue with requiring additional equipment or modifications to operate in a certain state. Probably don’t really need to worry about it anyway, that’s enough reason to spend my money in another state.

They are not saying your vehicle needs to meet CA standards, just that your emissions system is intact and working. If it is working as designed you should have no issues.

Actually, I was there and camped at Travis AFB in '04 and '05. Yes, it has been a while, and the whiles are only going to get longer still. Cheers!

Much noise about a non-issue for RVs. Reference link below.
Vehicles that are exempt include - Non-California registered motor homes used for recreational purposes,
https://ww2.arb.ca.gov/sites/default...m2021/isor.pdf
FYI - the CA legislature passes a bill that directs CA-CARB to develop a program. CARB develops a proposal - solicits comment and adjusts the program to implement the most impact for the least negative effect on business and private interests.

Looks like the final version clarified that:
"The HD I/M program will apply to all heavy-duty trucks, buses, agricultural equipment and personal motorhomes with a Gross Vehicle Weight Rating (GVWR) of more than 14,000 pounds travelling in the state regardless of whether they are registered in California."
