What's a COE?
Whatever it is, it appears to be poorly managed. Apparently the campsite managers don't consider this practice to be a problem. Or, they are too lazy to do anything about it.

Army Corps of Engineers. One of the many agencies that manage public land. As others have pointed out, they don't get to make their own rules or set their own rates. Land use agencies are woefully understaffed and underfunded, relying on volunteers, spit and bailing wire just to keep the campgrounds open.

I'm also in the paid for and use as I like crowd. Traveling we may also be up and gone for most of the day and back for the night.
I'm not sure if the CG site usage is much different than renting a boat slip for the summer and only using the boat on weekends. We really know ZERO about the folks leaving unused rigs parked on a site. They may have a difficult drive to and from home, no place at hone to store it, their storage yard may be miles from their home, etc, etc. We have two RVs, a 5th wheeler and a Class C. This year we've left the 5th parked at a private CG out of state where we visit out son and his family. We store it locally in the storage yard at the same CG we use it. When we arrive I just hitch it up and move it a few hundred yards and set it up. Storage there is only $50/month. At that price I can not tow it home and back with diesel costs as they are. There are also three mountain passes in route, including Monarch on US 50 in Colorado. Just taking the truck mostly empty is much cheaper and faster drive for us.

Actually every COE campground we've been to has been exceptionally well managed and maintained, at least in the consumer's view. They rely heavily on volunteers who do the vast majority of the grunt work. Other stuff is contracted out. Usually we do see rangers making a pass through daily, however this seems to more common during the summer season months. Didn't see any on our last stay.
Personally I think they're much better run than national park campgrounds.

The worst run campgrounds I've seen are private. So far I've never seen a badly run CoE CG.

Are run by a management company. Every so many years the Feds bid the contract....
San Juan National Forest service is one.
They hire camp hosts for their campgrounds

Wait... The Army Corp of Engineers supposedly manages these campsites, yet they don't get to set the rules? Then who does? Please don't say Congress because they can't run a lemonade stand.

We have lived on a COE lake for 17 years and the management and upkeep of the boat ramps and campgrounds has diminished substantially in the last 5+ years. The campgrounds are not even usable to full capacity. There are local entities taking over some responsibilities to try to keep it usable. I don’t know all of the ins and outs if what’s going on…. I don’t do Facebook lol.

Nope, it's the U.S. Army Corps of Engineers. Administration of public use land is contracted to state agencies.

Yep, plenty of incompetence to go around both privately and publicly managed.
Depending on reservation software, could be either.....had better luck with state and federal parks telling me what I can do to get what I need as far as spots when the reservation system says it's full.
