Can't decide on state of Domicile
I'm taking some time off work and looking at RV'ing for the winter. I'm struggling to figure out a plan for domicile. I haven't bought an RV yet and would stay in warmer states for the winter probably heading over to Florida
Currently, I live in Washington State. I have no income but savings. I'm on Apple Health in Washington State right now but don't have medical needs really.
Insurance - This seems to be an issue. The options are either Medicaid in some state of something on the exchange. Medicaid would be bad as it doesn't cover people who travel around. There's a PPO option in Florida that looks decent but expensive. South Dakota doesn't seem to have good options.
Washington State - doesn't seem like a great option as I hate the politics, don't want to stay there, there's 10+% sales tax and registration costs are crazy and vehicle values are totally overrated by the tax system.
South Dakota - Lowest taxes for buying motorhome but insurance options suck
Florida - Low taxes for motorhome and a decent PPO option if i choose to buy insurance
Other options - Any i'm not missing? I'm struggling in pulling the trigger on a decision.
Any advice?

We use Florida for the reasons you listed. Plus seniors get a break at state park camping and No fishing license required for us old farts.

Florida has the highest insurance rates in the country for cars so you may get whacked there.

Depends on what your search choice is. This is published by bankrate.com and shows Florida average rates higher than Michigan.

Why not Montana. No sales tax or personal property tax. If your RV is 11 years old or older you get lifetime plates and a one time registration fee. If it is newer they do have a luxury tax charged annually if the original selling price was over a specific price, I think $250,000 but may be wrong on the number. You could get your RV under an LLC also and domicile in AZ or MT.

I recently changed my domicile from MA to FL. Insurance on my 17 Canyon Star went down to just under $1,400 same insurance company from just over $1,400.

A full-timer I met last week uses SD, in part because there is no inspection requirement there. When you're traveling where you like when you feel like it, traveling several thousand miles for a state inspection can be really inconvenient, and if you don't do it, you're out of compliance.
Something I just never thought about...

For Texas, if you don't return to the state you don't have to come back just to get an inspection. Once entering the state you have 5 days to do so. It's really not a big deal. It goes fast and is reasonable.

Individual states are pursuing individuals who own property in one state and declare another state to save money.

I forgot to add that MT also does not require inspections.

Florida has no personal property tax, no income tax, no state inspections. License fees on even the biggest most expensive RV are less than $100/yr.

I pay about a third of what Bankrate shows for Ohio, which is the chart I used earlier. Unfortunately those types of sites are only good for rough comparatives.
That being said, a friend was thinking about switching from Ohio to Florida this year and his car rate would more than double. That's as good a comparative as I need.
We're thinking about an OH -> TN move. So when I do my taxes this year in Turbotax I'll splurge $50 and buy the TN state module. Turbotax will show me to the dollar just how much my state taxes will change with nary a web site involved.
