Chevy Spark EV 1LS as a Toad

My research seamed to have indicated that a 2015 Chevy Spark EV 1LS can not be flat towed on all 4. Can someone explain to me why the electric version can not be flat towed (assuming my info is correct) but the gasoline version with manual trans CAN be towed?

All comments appreciated.

The drive train is directly attached to the front wheels without any provision for disconnection. That means the internals - transmission gears, motor - would be turning, potentially without lubrication running, and also if the motor is turning, it's generating power (regenerative braking), potentially without a computer controlling where that power is going.

Looks like it's front wheel drive though and can be towed on a dolly.

I guess what has be confused is that the car has a gear shift that indicates it can be put in Neutral, Park, Reverse and Drive. I'm going to assume the reason it can't be flat-towed is that when in Neutral is does not disconnect the drive motor(s) from the front wheels?

Is this the case.
